Those oil pumps very seldom fail .. When the oil/filter was last changed was the filter a Honda oil filter or cheaper aftermarket oil filter ..?.. If it was an aftermarket oil filter are you sure the oil filter wasn't installed backwards..?.

Where are you located?  With all the stuff you listed it doesn't sound very cheap.

longview tx nah it should be about 400 for the top end and idk how much for the oilpump and i think i need to rewire my fan and however much it cost me to pay someone to do the work

it was a honda filter and it was put in right lol i kno that for sure becuz i did it and i made sure i put it in right

Well if it's a Honda oil filter then it can't be put in backwards .. Honda doesn't list an oil pressure for the TRX350 because it is just low pressure , the oil pump feeds (in this order) crankshaft , starter clutch , transmission , valve train ..

What is wrong with the neutral switch ..?.. The 2000-01 TRX350 broke the end off the shift drum , when this happened the gear position switch no longer turned this made the bike look like it had a faulty gear position switch ..

i cant start my fourwheeler with the button i have to jump it off with a screwdriver to tha siloniod and none my lights work and my gear position doesnt work

Pull the cylinder off and take it to East Texas Motor Sports.  I could do the stuff but idk how long it would take me as busy as I stay.

Is this the rancher in the begining of your sig?  If so then it may need a new cylinder.
