Incomplete breakin wouldn't hold it back 20mph. If it's brand new, let the dealer sort it out. After all you paid them all that money!!! with taller tires you are getting more speed with less revolutions out of the tires and less rpms in a way of kind of raising the gear ratio, when you raise your tire size taller you loose bottom end, do you not??? so therefore allowing more top end speed, less low end, now like I said this is just my theory, they may have changed the 09 gearing slightly everyone says they did in 09 rhino's to, so I don't know, but if it's brand new I just bet there is nothing wrong with it. Like I said mine will only do 25-30 as well with over 1200miles on mine not one issue yet, same with my rhino.
