Are you 100% sure that it is the brakes that are locking up?
Since it is a open brake disc design, I find it hard to believe they are locking up without having some hydraulic pressure pushing the caliper piston out. Have you removed the caliper and checked for dirt/rocks/grit wedged in between the rotor and brake pads?.....this might be a culprit as well. BUT, if this is the issue, then you should also be having loud grinding/screeching noises coming from the brakes as well.
Have you yet removed the brake caliper to inspect the condition of the caliper piston? I have seen people wear the brakes to the point that the caliper piston was what was stopping the atv. There was no brake pad left, and no brake pad backing plate left. It was all worn completely through. The piston was acting as the brake pad against the rotor.
It this happens, the caliper piston can become completely dislodged from the caliper body, and wedge itself on the rotor and caliper body or mount. Thus causing lock-up. MOST of the time, if this is the case, you should see brake fluid coming out. BUT, I did ONCE (and only once) see brakes worn to this point and no brake fluid leaked.

Either way, you are going to have to remove the brakes and have a look. Also, since you are in there, you better off on checking everything else like the wheel bearings, axle and drvieshaft bearings and U-joints and CV joints for wear....

Good luck.
