prep it really good and use Krylon Fusion and spray thin layers of it for the best results.

good preping and fusion is the way to go, but if want it to last a little longer also use BULLDOG ADHESION PROMOTER as the base coat then use the fusion and you should be good to roll

i would think just a few rounds of 220 over the plastic should rough it up enough.
maybe something a little lighter.

Like they say the 1. the prep( scotch bright pad works great ) then wipe it all down with a cleaner 2. adhesion promoter 3. atleast 3 coats of fusion 4. few coats of clear but needs to be inside and above 60 degrees or the clear will kinda yellow on ya.  I did this on a 94 kodiak and it turned out great and held pretty well too.

I personally wont do the clear so that I could just wipe it down and spray more fusion on,for touch-ups.    Also just my opinion but a Flat black looks best on a painted wheeler and is always easy to touch-up. Kinda like the stealth Popo's but on a real machine!
