sounds like it.... but there is something up if you put the meter on the battery side of the solenoid and it  drops  to 0 volts when you hit the starter there is something up. but if it stays 12.4 on the terminal it has to stay 12.4 on the solenoid casue the cable only goes from the + terminal to the battery side of the solenoid. now if you hook up your starter wire back  to your starter and put voltage on it just like you did to test it should crank. it would be the same thing as using a wire straight from the battery to the starter

if when the wire going to the starter is disconnected and you try to start it, the solenoid clicks, but the starter side of the solenoid still reads 0 volts, then the solenoid is shot.  but since the motor won't turn over when you jump it to bypass the faulty solenoid, i'd say the starter is shot as well.

can you take any pics and point out what you are checking just so we are all on the same page of music here?  i'm going to have limited internet all week (business trip), so i'll check this thread when i can.

yeah there is a HIGHLY technical and extremely delicate procedure that sometimes works.... step one find a ball peen hammer... step two hit the starter with it while pushing the starter button. if you can get to it with a hammer. make sure the starter connection is clean and tight.. i knew something was up when you said you where getting 0 volts on the battery side of the solenoid.  check ground on the starter as well.  just so you know a loose connetion can still give 12.4 volts but will loose contact under load

if you are getting 12 volts to the starter, remove both plugs and try to start it.  if you still get nothing, and everything is measuring good, then it is probably the starter or the connection on the starter.  but just because your battery reads 12.4 volts does not mean that there is enough amperage to turn over the starter.  if it doesn't start with the plugs out, try jumping it off a good battery and start it again to eliminate the possibility that the battery is toast.

sledge hammer = fine adjustment tool

i don't know how easy it will be to get to the starter.  if the motor isn't hydrolocked, is it possible to pull start the engine by towing it?  not sure how that would work on the CVT's, though.  we tried it on my buddy's, but his motor was full of water, so there was no turning it over regardless.

I have hooked my jump box straight to a starter before . Thats a good way to test a starter.  I would disconnect your battery before you do this though. You also could pull you acess hole to your flywheel bolt , and try to turn you motor over with a breaker bar . Just to make sure your motor is free. If you hook power straight to your starter and still have nothing. Thats the first problem you need to start with.

yeah, definitely post back on what they find.  certain things aren't making sense for what i know of the starting system, so i'm eager to hear what it is.

hey buddy they are telling me that my crankshaft bearings has ceased up! what do you think the best way to go! they are insisting on completely rebuilding the motor! but also telling me that nothing got wet other than bottom end! nothing above the pistons nor cylinder walls so do you think it would be ok to replace crankshaft and bearings or would you completely rebuild the motor? only thing is i dont believe my local dealer is going to rebuild it they are just going to buy new motor and put it in! there isnt anyone at my dealership with enough since to rebuild a motor is why i say that! i would really appreciate your opinion!

honestly, i don't know a whole lot about these engines, yet.  i'd find another place to rebuild it than the stealership.  how did you only get water in the bottom end?  you had to have gotten enough water in the airbox to go into the CCV, so i would imagine the intake would have sucked in some water as well.
