In Texas you could provide a notarized "Affidavit of Fact" with the MSO, bill of sale, etc. If you have independent "title transfer agencies" in your state I would try them first. They seem to be more willing to get things done then the local County tax offices are. Exapmle: Affidavit of Fact I _name and address exactly as shown on the other documents___, hereby certify and swear under oath that I that I am the rightful and legal owner of ___description___, VIN# ________________. ___signature__ ___notary____
