Need a little more info, does it turn over? did you run it after it got wet and now it just wont start or has it not started since the sinking?

first try changing the spark plug if it still wont start it probly has water in the carb, drain the bowl(screw on the side/bottom of carb bowl) and pull the fuel lines loose from the carb and blow them out. Pull the choke cable loose from the carb and try to free it up with some cable lube. You might have water in your gas tank too but probly not, you might change that too. dont forget to check your diffs/tranny oil .

I would do all above and also put a small amount of Marvel Mystery Oil in the cylinder through the spark plug hole and let it sit for a while. After a day or at least a few hours turn the motor over a few times to blow out the oil.( spark plug out ) This will hep free the rings if they are stuck but not if they have seized to the piston. Flush, flush, and re flush the entire system. Hope this helps.

you can also flush the motor with deisel, that gets it pretty clean.
