paint

To be a little more specific you need to right click your picture and scroll up to "open with" and then use "paint."  Once you have it opened you can simply go up and click view, scroll down to stretch/skew, and then enter a smaller %.

avatar has to be 145x145 pixels.

if you go to attributes after you open your picture in paint, it will tell you the current width and height.

145/current size=number x 100=stretch number

if your picture is w=600 h=500

145/600=.241666x100=24.1666<---the number you enter in horizontal stretch...

do the same with height(vertical)
