It IS AT&T. In the past months, A Motorola RAZR for Alltel would not do the bluetooth. The same phone with AT&T software would, and due to the technology type AT&T has had difficulty blocking the feature. It is something that they more than likely will be implementing on ALL new AT&T phones. It has already happened with Alltel. At first it was just the new iPhone, now looks like the Vu, it's only a matter of time before ALL new phones are programmed with the software. With Alltel I know people who had a phone that would allow it, had a problem with it that require the software to be updated (flashed); once this software update was done, the people were no longer able to apply the files as ringtones. The phones are manufactured in two major formats: GSM (uses the SIM card) or CDMA (uses serial numbers only, no SIM). Each carrier then adds their version of software. That is why you see many GSM based phones advertised as unlocked, the software has been hacked and modified so that it will work with any GSM based carrier. So, it is the software that AT&T used to program that particular phone. This is new, so not sure how long before others are flashed with the same software. I guess you could say it is the phone, but in reality AT&T is the one disabling the feature.
