I realized today that my chock cable isnt working, wont idle up, hard starting it, and runs like crap, so now what, is it all rusted up from water or what?

You need to pull them out an clean them and stretch the spring a little.

This is a common problem that has a easy fix. Remove the cable assembly from bike and disassemble it. Free the cables up with some penetrating lube. When assembling cable pack all boots and connections with waterproof grease. Replace the weak spring with  Kawasaki Part # 92081-1720. This spring is longer and stiffer . It will keep the choke closed. I did this 3 years ago and have had no choke problems since.20
