Will I have any rubbing issues with 31" Outlaws on a '09 Brute with a 2" lift kit, 1 1/2" spacers on rear, 1" spacers on front & offset wheels?

Yes you will have rubbing issues...  31" tire is a little big for the stock a-arms.  Plus the 31" tire is more of a square tire and that is why it hits on the floorboard when you turn.  Mine still hit the floorboard with the 4" CAVTOS lift on it.

You are going to have to modify your floor boards. The best way is to heat them up and use a basketball to push them in a little.
