I'm about to buy a diff. off an 03 foreman 450 and want to know if it will fit on a 98 foreman 400??

Indeed the gear ratio's are not the same.  HOWEVER, don't give up hope for that reason.  The difference is insignifigant.  Both front ratio's are used with the same rear ratio in various years of Foremans.  It's part of the effort to lighten up the steering.  The ratios may be considered to be the same. 
The differential can be made to fit, but the swap is not a "bolt in".  The 2003 differential will be signifigantly larger, will require modifying (cutting away) a portion of the frame (not structurally signifigant), and will require a different or modified driveshaft, as well as the required electrical modifications to operate the traxloc function so that you will still have four wheel drive.
